Abstract

E-commerce has globally seen significant development, especially in advanced countries and some other developing nations. This is due to widespread internet penetration. However, this does not negate the numerous challenges that have prevented all countries from benefiting equally from e-commerce. Algeria's experience in implementing e-commerce has not yet been achieved the desired breakthrough. The adoption of this type of exchange remains in its early stages although Algeria is striving to enhance the use of ICT and promote e-commerce. This endeavor requires focusing on several components and making radical changes across various fields to overcome obstacles hindering e-commerce in Algeria. This study aims at highlighting the key legal challenges facing e-commerce at both national and international levels, focusing on barriers that impede its growth on both fronts. The study follows a descriptive-analytical approach, which is the most suitable for this purpose. As a result, e-commerce demands a well-regulated legal environment ensuring the protection of rights for all involved parties; individuals, companies, and consumers. Looking forward, the hope is to establish international agreements that facilitate and remove legal and regulatory barriers among countries in the field of e-commerce
