Abstract
شهد مفهبط المجتمع المدن التماما متزا دا علي الصعيد الدول بالنظر لليدور المهيم
المنبط به ف ضفاء الميابع اليديمقراط في التسييير، وتفعييل رور الفيرر في رسيم وتجسييد
السياسييات العاميية والتنمبييية عبيير تبسيييع مجييا المشييارعة السياسييية والمجتمعييية، بباسييمة
التنظيمات المدنية خاصة علي المستبى المحل .
وأ بيي المجتميع الميدن قدرتيه وفعاليتيه عليي ت ريية أروار تنمبيية اسيتماع مين خاللهيا
تبسييع الفيرص والرييارات أمياط النياس مين خيال عمليه عليي بنياء قيدراتهم وتي ليلهم لتحميل
مسيؤولية التنميية ب نفسيهم. وسيالم تبني آلييات ميكانيزميات الشيراكة والحبعمية والتشيبيك مين
طرف منظمات المجتمع المدن في زييارة فعاليتهيا في التي ير عليي تبسييع خييارات التنميية
المحلية.
وقد أولي التعد ل الدستبري لسنة 2020 التماما ملحبظيا بيالمجتمع الميدن وتشيجيع
مشيارعته الفعالية، باعتبياره شيريكا أساسييا في عمليية صينع القيرار وتحقييق التنميية المحليية،
من خال ت سيس المرصد البطن للمجتمع المدن عهيئية وطنيية تعميل عليي ترقيية وتفعييل
روره.
ورغم عيل الترتيبيات الدسيتبرية والتسيهيالت واالمتييازات القانبنيية لتفعييل روره التنميبي
لم تستمع منظمات المجتمع المدن وعلي رأسها الحرعة الجمعبية تجسيد الدور الفعا في
عملية التنمية المحلية، وذلك لعدة عبامل.
ويبقي تفعيل الدور التنمبي لمنظمات المجتمع المدن ف الج ازئر مرتبط بالعد يد مين
المحييدرات ألمهييا: تييبافر بيئيية سياسييية وتشييريعية تضييعها الدوليية تحفييز ميين خاللهييا نشيياط
منظمييات المجتمييع الميييدن ، وتبافرليييا علييي االمكانيييات التنظيمييية والمارييية لتمكينهيييا ميين
مجابهية التحيديات التنمبيية في مجتمعاتهيا، وميدى وجيبر رارة سياسيية لقيقيية وليب اتليم
من أجل ضمان استقاللية لذه التنظيمات عن سمبة السلمة.
ملخص
Abstract:
The concept of civil society has witnessed increasing interest at the
international level because of the important role assigned to it in
democratizing management, and activating the role of the individual in
establishing and implementing public and development policies by expanding
the field of political and community participation, through civil organizations,
especially at the local level.
Civil society has proved its ability and effectiveness to perform
developmental roles through which it has been able to expand opportunities
and chances for people through its work to build their capabilities and qualify
them to bear the responsibility for the development by themselves. The
adoption of partnership and networking mechanisms by civil society
organizations has contributed to increase their effectiveness in influencing the
expansion of local development chances.
The 2020 constitutional amendment paid significant attention to civil
society and encouraged its effective participation, as an essential partner in
the decision-making process and achieving local development, through the
establishment of the National Observatory for Civil Society as a national body
working to promote and activate its role.
Despite all the constitutional arrangements, facilities and legal privileges
to activate its role in development , civil society organizations, led by the
association movement, were unable to embody an effective role in the local
development process, due to several factors.
Activating the developmental role of civil society organizations in
Algeria remains linked to many determinants, the most important of which
are: the availability of a political and legislative environment established by
the state through which it stimulates the activity of civil society organizations;
The availability of the organizational and material capabilities to enable them
to confront the development challenges in their societies, and the existence of
a real political will, which is the most important thing in order to ensure the
independence of these organizations from the influence of authority.
