| dc.description.abstract | This dissertation presents a comprehensive study of the Public Facility Lease Contract at the Local Level as one of the administrative delegation methods in Algeria. It explores the conceptual and legislative framework of the lease contract, differentiating it from other public contracts such as concessions and management agreements. The study analyzes the legislative evolution, particularly focusing on Presidential Decree 15-247 and Executive Decree 18-199. On the practical side, the research examines the procedures of contract formation, contractor selection, implementation mechanisms, and dispute resolution. The findings highlight the lease contract as a strategic tool for improving public service management at the local level, though it still faces legal and procedural challenges that require systematic reform. | |
