| dc.description.abstract | رغم اختالف األنظمة السياسية وتعدد األجناس والثقافات والديانات إال أن هذا كله لم يغير شيئا من فكرة أن االدارة المحلية ركيزة أساسية في الجهاز االداري وأن الخلط بين النظامين المركزي والالمركزي أحد أهم الحلول التي توصل اليها أصحاب الق ارر لتقريب االدارة من المواطن و ضمان اشراكه في القرارات التي تمس واقعه المعاش، فمشاركته في تقديم مقترحات تؤخذ بعين االعتبار في صناعة السياسة العامة جزء من تفعيل دوره في الحياة السياسية بإشراكه في ادارة شؤونه، وتفكير أصحاب القرار في تطوير أداء الجماعات المحلية قادهم الى دراسة سلوك الموظفين العموميين ومدى استجابتهم لبرامج التطوير المنتهجة ومنها على الخصوص التطوير التنظيمي الذي يشمل الهياكل وخطط العمل وألياته وصوال الى تطوير أداء الموارد البشري بمساهمة علماء االجتماع من خالل تطبيق نظرية الدافعية التي أتت بثمارها كوسيلة من وسائل التحسين المستمر . Summary : Despite the differences in political systems, diversity of races, cultures, and religions, all of this has not changed the idea that local administration is a fundamental pillar in the administrative system. The fusion between centralized and decentralized systems is one of the main solutions that decision-makers have reached to bring administration closer to the citizens and ensure their involvement in decisions affecting their lives. Their participation in proposing suggestions that are taken into account in shaping public policy is part of activating their role in political life by involving them in managing their affairs. Decision-makers thinking about developing the performance of local communities have led them to study the behavior of public employees and their responsiveness to the adopted development programs, particularly organizational development, which includes structures, action plans, mechanisms, and further development of human resources performance by the contribution of sociologists through the application of motivation theory that has proven to be a means of continuous improvement. | |
