Abstract
This study aims to highlight the legal framework for startups in Algerian
legislation, in light of the new economic direction that focuses on innovation and
diversifying income sources away from the traditional reliance on the
hydrocarbons sector. The objectives of the study include clarifying the concept of a
startup, determining the legal form according to Law 22-09, and outlining the role
of the National Committee in granting the "Startup" label in accordance with the
provisions of Executive Decree No. 20-254, as amended and supplemented by
Executive Decree No. 21-422. Additionally, the study aims to clarify the role of
the bodies and institutions responsible for supporting and financing startups. The
study employed a descriptive and analytical approach and concluded that startups
represent a pivotal pillar in supporting the national economy by providing job
opportunities. This necessitates the development of the legislative environment and
the improvement of support and financing mechanisms, along with the need to
simplify administrative procedures to encourage youth to enter the world of
entrepreneurship
