Abstract
This study addresses the issue of state responsibility for human rights violations, as
the latter is one of the topics that was, is, and will remain worthy of research at all times
and places, considering that human rights are among the basic pillars upon which
contemporary societies are based , However, these rights narrow and expand due to the
role played by the state, whether in violating human rights or protecting them. The
increasing interest in human rights at the international and national levels is largely due
to the fact that it is the human being who has decided on these rights and freedoms for
himself, and he is the original target behind that, and this is in order to preserve his
dignity and existence.
In this study, we aim to analyze the role of legislative mechanisms in holding the
state accountable for human rights violations, at both the international and national
levels, and to identify the most prominent international and national charters, agreements,
and treaties related to human rights and their role in determining the state’s
responsibility, We also aim to address the effectiveness of international and national
institutional mechanisms in holding the state accountable for human rights violations, and
to identify their mandates and role in protecting and promoting human rights.
