| dc.description.abstract | : هدفت هذه الدراسة إلى تحليل العلاقة بين التطوير التنظيمي والحوكمة العمومية المحلية، من خلال ربط أبعاد التطوير التنظيمي، ومبادئ الحوكمة العمومية المحلية. ولتحقيق أهداف الدراسة واختبار الفرضيات، قامت الباحثة بإعداد استبيان وتحليله عن طريق برنامج الرزم الإحصائية النسخة 21.0 ، وقد وزعت (50) استمارة على موظفي الإدارة المحلية المتمثلة في مقر بلدية برهوم. وتوصلت الدراسة إلي أنّ المؤسسة العمومية محل الدراسة تسعى إلى إحداث التطوير التنظيمي في محاولة لحوكمة مؤسستها؛ كما تبيـن مـن النتائـج وجـود علاقـة ارتبـاط ذات دلالة إحصائيـة جوهريـة بيـن التطوير التنظيمي وتطبيـق مبـادئ الحوكمـة ببلدية برهوم. وقـد أوصـت الدراسـة بأهمية تطبيق التطوير التنظيمي فـي المؤسسات العامـة، وتفعيل دور الحوكمة من خلال تبنـي أسـس ومعاييـر الانضباط، الشـفافية، الاستقلالية،المحاسبة، المشاركة، الوعـي الاجتماعـي وتفعيـل كل معيـار وفـق أبعـاد التطوير التنظيمي كالتدريب، التمكين، إعادة الهيكلة التي تسـاهم فـي تعزيـز ممارسـات الحوكمـة فـي المؤسسات العمومية؛ بالإضافة إلـى تحليـل البيئـة الداخليـة فـي المؤسسات العمومية المحلية في محاولـة لدراسـة مسـتوى التــزامها بتطبيـق مبـادئ الحوكمـة والتعـرف علـى واقع حوكمة المؤسسات العمومية والعراقيل التي تواجهها. الكلمات المفتاحية : التطوير التنظيمي؛ الحوكمة المحلية؛ المؤسسات العمومية؛ بلدية برهوم شرق ولاية المسيلة. Abstract : This study aimed to analyze the relationship between organizational development and local public governance, by linking the dimensions of organizational development, and the principles of local public governance. To achieve the objectives of the study and to test the hypotheses, the researcher prepared and analyzed a questionnaire through the Statistical Packages Program version 21.0 , and (50) forms were distributed to the employees of the local administration represented in the Barhoum municipality headquarters. The study concluded that the public institution under study seeks to bring about organizational development in an attempt to govern its institution; The results also showed the existence of a statistically significant correlation between organizational development and the application of governance principles in Barhoum municipality. The study recommended the importance of applying organizational development in public institutions, and activating the role of governance by adopting the foundations and standards of discipline, transparency, independence, accountability, participation, social awareness according to the dimensions of organizational development such as training, empowerment, Restructuring that contributes to strengthening governance practices in public institutions;. in public institutions. In addition to analyzing the internal environment in local public institutions in an attempt to study the level of their commitment to implementing the principles of governance and identifying the reality of the governance of public institutions and the obstacles they face.
