| dc.description.abstract | موضوع التعاون اللامركزي بين الجماعات المحلية من المواضيع المستحدثة في الدراسات والعلاقات الدولية,فلقد شكل هذا النمط من العلاقات اللامركزية التوجه بنية جديدة لسياسات التعاون,تقحم الفواعل المحلية جنبا إلى جنب مع الدولة,فتتجاوز بذلك التحليل الأحادي الدولي التمحور وتعويضه بمنطق تحليل شبكي متعدد المراكز والفواعل. يحاول هذا البحث التعمق في معالجة العمليات علي جميع الأصعدة المحلية والأجنبيةمن منظور علائقي ويسعى بذلك لوضع إحاطة شاملة للكثير من الفواعل المنخرطة في النشاط المحلي للتعاون اللامركزي,وذلك من خلال الإشكالية المحورية التي يطرحها,ويبحث في سياقها المتعلق بالكيفية التي تتكرس عبرها مسارات التعاون اللامركزي ,الناشئة عن روابط بين الفواعل تحت الدولاتية,مبرزا الدور الذي ينجم عن هذا النمط من التعاون. الكلمات المفتاحية : التعاون اللامركزي ، التعاون بين المناطق ، الجماعات المحلية . Abstract: The topic of decentralized cooperation between local groups is one of the new topics in studies and international relations. This type of decentralized relations has formed a new structure for cooperation policies, integrating local actors along with the state, bypassing the international unilateral analysis and replacing it with the logic of multicenter network analysis and actors. This research attempts to delve into the treatment of operations at all local and foreign levels from a relational perspective, and thus seeks to develop a comprehensive briefing for many actors involved in the local activity of decentralized cooperation, through the central problem that it raises, and examines in its context related to how the paths of decentralized cooperation are established, arising from links between sub-state actors, highlighting the role that results from this type of cooperation.
