| dc.description.abstract | تواجه الإدارة العمومية في الوقت الحالي ولاسيما بالدول النامية ومنها الجزائر تحديات تتعلق بضرورة الاستجابة إلى مؤشرات الحكم الراشد، التنمية المستديمة، النجاعة وتحديث العلاقة بين الإدارة والمواطن، في إطار مفهوم المواطن الزبون، للوصول إلى تحقيق مقاربة حسن الأداء العمومي، ويفرض كل هذا المناخ إعادة النظر في أساليب التسيير العمومي والانتقال إلى التركيز أكثر على مفاهيم الفعالية، الكفاءة، الملائمة، النجاعة والعصرنة، مما يوجب حتما ضرورة إدخال تعديلات جوهرية على أهداف ومناهج ووسائل التسيير داخل الإدارة العامة تمثلت في الإدارة الإلكترونية. الكلمات المفتاحية: الإدارة العمومية، آليات التسيير العمومي الجديدة، الإدارة الإلكترونية Summary: Public administration is currently facing, especially in developing countries, including Algeria, challenges related to the need to respond to the indicators of good governance, sustainable development, efficiency and modernization of the relationship between the administration and the citizen, within the framework of the concept of the customer-citizen, in order to achieve a good public performance approach, and all this climate imposes a review In the methods of public management and the transition to focus more on the concepts of effectiveness, efficiency, appropriateness, efficiency and modernity, which inevitably necessitates the need to introduce fundamental modifications to the objectives, approaches and means of management within the public administration represented in electronic management.
