| dc.description.abstract | تعتبر الطاقة المتجددة بجميع أشكالها، أحد الوسائل التي من خلالها، يمكن تحقيق التنمية المستدامة في الجانب الاقتصادي، الاجتماعي، البيئي والسياسي، وبذلك تستفيد الأجيال من أبعادها وأهدافها من جهة، وتضمن حقوق وحاجيات الأجيال القادمة من التنمية، وذلك بالحفاظ على الطاقة الأحفورية، والاستثمار خاصة في الطاقات المتجددة. أما الأمن البيئي, فيتعلق بإيجاد حلول ومحاولة إزالة المشاكل البيئية وانعكاساتها سلبا على المجتمع الإنساني, بحيث توجد علاقة تأثير متبادلة بين البيئة والمجتمع, وهذا ماعمدت إليه ألمانيا, وخاصة الجزائر, بلدان يتوفران على إمكانات كبيرة وذلك في الاستثمار في الطاقات المتجددة التي يمكن استغلالها وتضمن الاستمرارية الطاقوية وتحقيق الأمن البيئي وتلبية الاحتياجات الحالية دون المساس بحقوق الأجيال القادمة من خلال القوانين والبرامج التي سطرتها الجزائر وألمانيا بالإضافة الى التعاون بين البلدين. The renewable energy is considered, in all its forms, one of means by which, the sustainable development can be achieved in economic, social, environmental and political side and so, all generation benefit from its dimensions and aims and it can keep need and rights of future generation to obtain sustainable development, preserve traditional energy and invest in renewable energy. On the other hand, the environmental security tries to find solutions or avoid environmental problems and their negative impact on human society, there is reciprocal effect between environment and society. For this, Germany and Algeria, two countries who have a great potential concerning investing in renewable energy, it can be exploited, guarantee energetical continuity, realizing environmental security and respond to need of people but not abuse of future generation through laws, programs and partnership between Algeria and Germany. | en_US |
