Abstract
This study aims to shed light on the role of training in the development of human resources in the municipality of Msila during the year 2023/2025, within the framework of improving employee efficiency and the quality of administrative services provided to citizens. The study adopted a descriptive methodology and a case study approach (Municipality of Msila), where a sample of 35 employees working in various administrative departments of the municipality was selected. The results of the study showed that the training practiced in the Municipality of Msila is mostly limited to pre-service preparatory training in the case of recruiting new employees, and that during their careers, there is only complementary training aimed at promotion to a higher grade. There are no programs for specialized training or continuing education to improve the employees' skills and competencies. The study also revealed that the training programs are planned and designed by the central administration without taking into account the specific needs and local requirements of the Municipality of Msila, which limits the effectiveness of these programs in bridging skill gaps. Based on these results, the study recommends the necessity of preparing training plans that take into consideration the actual needs and local specificities, expanding the scope of training to include specialized and continuous training that contributes to the development of human resources and achieving more effective administrative performance.
