| dc.description.abstract | ﺍﻫﺘﻤﺕ ﺍﻷﻤﻡ ﻋﺒﺭ ﺍﻟﻌﺼﻭﺭ ﺒﺤﻔﻅ ﻭﺜﺎﺌﻘﻬﺎ ﺍﻟﻨﺎﺘﺠﺔ ، ﻋﻥ ﻤﺨﺘﻠﻑ ﺍﻷﻨﺸﻁﺔ ﺍﻟﺘﻲ ﻴﻤﺎﺭﺴﻬﺎ ﻭﻋﻴﺎ ﻤﻨﻬﺎ ﺒﺄﻫﻤﻴﺔ ﺍﻟﺩﻭﺭ ﺍﻟﺫﻱ ﺘﻘﻭﻡ ﺒﻪ ﺍﻟﻭﺜﺎﺌﻕ ﺍﻹﺩﺍﺭﻴﺔ ﺍﻷﺭﺸﻴﻔﻴﺔ ﻀﻤﻥ ﺍﻟﺘﻨﻅﻴﻡ ﺍﻹﺩﺍﺭﻱ ﻭﺴﻴﺭ ﺍﻟﻌﻤل ﻓﻀﻼ ﻋﻥ ﻜﻭﻥ ﺍﻟﻭﺜﺎﺌﻕ ﺍﻹﺩﺍﺭﻴﺔ ﺍﻷﺭﺸﻴﻔﻴﺔ ﺘﺸﻜل ﻤﺼﺩﺭﺍ ﻟﻺﺜﺒﺎﺕ ﻭﺍﻟﺘﺎﺭﻴﺦ ﻭﺩﻋﺎﻤﺔ ﻤﻥ ﺩﻋﺎﺌﻡ ﺍﻟﻤﺠﺘﻤﻊ ﺍﻟﺫﻱ ﻴﺴﺘﻤﺩ ﻤﻥ ﺘﺭﺍﺜﻬﺎ ﺍﻟﻘﻭﺓ ﻓﻲ ﻅل ﻋﻭﻟﻤﺔ ﻤﺘﻐﻴﺭﺓ ، ﻨﺤﻭ ﺍﻟﺤﻔﺎﻅ ﻋﻠﻰ ﻜﻴﺎﻨﺎﺘﻬﺎ ﻓﻀﻼ ﻋﻥ ﻜﻭﻥ ﺍﻟﻭﺜﺎﺌﻕ ﺍﻹﺩﺍﺭﻴﺔ ﺍﻷﺭﺸﻴﻔﻴﺔ ﺇﺭﺜﺎ ﺤﻀﺎﺭﻴﺎ ﻴﻨﺘﻘل ﻤﻥ ﺠﻴل ﻵﺨﺭ ، ﻭﺸﺎﻫﺩﺓ ﻋﻠﻰ ﺃﺤﺩﺍﺙ ﺤﻘﺒﺔ ﻤﻥ ﺯﻤﻥ ، ﻭﻨﻘﺩ ﻗﻀﻴﺔ ﺘﺴﻴﻴﺭ ﺍﻟﻭﺜﺎﺌﻕ ﺍﻹﺩﺍﺭﻴﺔ ﺍﻷﺭﺸﻴﻔﻴﺔ ﻭﺘﻨﻅﻴﻤﻬﺎ ﺍﻟﺤﻠﻘﺔ ﺍﻟﺘﻲ ﺘﺘﺤﻜﻡ ﻓﻲ ﺍﻟﺤﻔﺎﻅ ﻋﻠﻰ ﺴﻼﻤﺔ ﺍﻷﺭﺸﻴﻑ ﻭﺘﺴﻴﺭ ﺴﺒل ﺍﻻﺴﺘﻔﺎﺩﺓ ﻤﻨﻬﺎ ﻓﻲ ﻜل ﻤﺭﺤﻠﺔ ﻤﻥ ﻤﺭﺍﺤل ﻋﻤﺭ ﺍﻟﻭﺜﺎﺌﻕ ، ﺨﺩﻤﺔ ﻷﻫﺩﺍﻑ ﺍﻹﺩﺍﺭﺓ ﺃﻭ ﺍﻟﻤﺅﺴﺴﺔ ﺍﻟﺘﻲ ﺘﻨﺘﺠﻬﺎ ﻭﻋﻠﻰ ﺍﻟﻤﺩﻯ ﺍﻟﺒﻌﻴﺩ ﻹﺘﺎﺤﺘﻬﺎ ﻟﻠﺒﺤﺙ . ﻭﻟﻘﺩ ﺤﺎﻭﻟﻨ ﺎ ﻤﻥ ﺨﻼل ﻫﺫﻩ ﺍﻟﺩﺭﺍﺴﺔ ﺘﺴﻠﻴﻁ ﺍﻟﻀﻭﺀ ﺠﺎﻨﺒﻲ ﺃﻫﻤﻴﺔ ﺍﻟﻭﺜﺎﺌﻕ ﺍﻹﺩﺍﺭﻴﺔ ﺍﻷﺭﺸﻴﻔﻴﺔ ﻭﺠﺎﻨﺏ ﻨﻅﺎﻡ ﺤﻤﺎﻴﺔ ﺍﻟﻭﺜﺎﺌﻕ ﺍﻹﺩﺍﺭﻴﺔ ﺍﻷﺭﺸﻴﻔﻴﺔ ﻓﻲ ﺍﻟﺘﺸﺭﻴﻊ ﺍﻟﺠﺯﺍﺌﺭﻱ. ﻜﻤﺎ ﻴﺠﺏ ﺇﻋﺎﺩﺓ ﺍﻟﻨﻅﺭ ﻓﻲ ﺍﻟﻨﺼﻭﺹ ﺍﻟﺘﺸﺭﻴﻌﻴﺔ ﻭﺍﻟﺘﻨﻅﻴﻤﻴﺔ ﻟﻠﻭﺜﺎﺌﻕ ﺍﻹﺩﺍﺭﻴﺔ ﺍﻷﺭﺸﻴﻔﻴﺔ ﻭﺍﻟﺘﻌﻤﻕ ﻓﻴﻬﺎ ﻭﺴﺩ ﺍﻟﺜﻐﺭﺍﺕ ﻗﺼﺩ ﺒﻠﻭﻍ ﺍﻷﻫﺩﺍﻑ ﺍﻟﻤﺭﺠﻭﺓ Study summary Nations throughout the ages have been interested in preserving their resulting documents, from the various activities that they undertake, aware of the importance of the role played by archival administrative documents within the administrative organization and workflow In addition to the fact that archival administrative documents constitute a source of evidence and history and a pillar of society that derives from its heritage strength in light of a changing globalization, towards preserving its entities as well as the fact that archival administrative documents are a cultural heritage that is passed on from one generation to another, and witness to the events of a period of time, and criticism of an issue The management and organization of archival administrative documents, which control the preservation of archive integrity and how to benefit from them at every stage of the life of the documents, in order to serve the goals of the administration or institution that produces them and in the long run to make them available for research. Through this study, we have tried to shed light on both sides of the importance of archival administrative documents and the aspect of the system for protecting archival administrative documents in Algerian legislation. The legislative and regulatory texts of the archival administrative documents must also be reviewed and deepened, and the gaps must be closed in order to achieve the desired goals | en_US |
