| dc.description.abstract | تعتبر اللجان الادارية المتساوية الأعضاء أهم ضمانة بالنسبة للموظف العام من خلال سعيها للتوفيق بين المصلحتين العامة والخاصة من جهة ومحاولة الحد من السلطات الواسعة لمسؤولي المؤسسات والادارات العمومية في مواجهة الموظفين أو على الأقل ضبطها بما يتوافق مع القوانين والتنظيمات. وهي بذلك هيئات استشارية تنشأ على مستوى مختلف المؤسسات والادارات العمومية، وتتشكل من عدد متساو من ممثلي الادارة وممثلي الموظفين، تتم استشارتها في عديد المجالات التي تخص تسيير الحياة المهنية للموظفين، وتتراوح آراؤها بين مجرد الاستشارة والالزام على حسب الحالة، كما أنها تمكن الموظفين من المشاركة في تسيير مسارهم المهني عن طريق ممثليهم المنتخبين، وتعد هيئة شبه قضائية تختص بالنظر في العقوبات التأديبية من الدرجة الثالثة أو الرابعة. الكلمات المفتاحية: 1- اللجان الادارية المتساوية الأعضاء 2- الموظف العام 3- الوظيفة العامة. Summary : Equal administrative committees consider members to be the most important guarantee for the public servant by seeking to reconcile the public and private interests on the one hand and trying to limit the broad powers of officials of public institutions and departments in the face of employees or at least control them in accordance with laws and regulations. They are therefore advisory bodies established at the level of various public institutions and departments, consisting of an equal number of management representatives and staff representatives, consulted in many areas related to the conduct of staff's professional life, ranging from mere consultation to obligation depending on the situation, enabling staff to participate in the conduct of their careers through their elected representatives, and is a quasi-judicial body competent to consider third or fourth-degree disciplinary sanctions.
