Abstract

This study aims to analyze and evaluate the contribution of the Ombudsman institution to enhancing transparency within public administration in Algeria, through a case study of the local delegation in M'sila Wilaya for the period 2020-2025. The core research problem began with the question of how the Ombudsman contributes to achieving transparency at the local level. Field results indicated that the institution indeed contributes to fostering procedural transparency, reducing bureaucracy, and uncovering certain deficiencies, which confirms the validity of the main hypothesis. However, the study revealed fundamental challenges such as a low public awareness of certain aspects of the institution's work, restrictions on the powers of local delegations regarding investigation and publication, and resistance to change from some administrations. The study concluded that there is a necessity to strengthen the institution's independence and powers, intensify awareness campaigns, and activate the institution's own organizational transparency. The study offers practical recommendations to reinforce the Ombudsman's role as a fundamental pillar of good governance in Algeria.
