| dc.description.abstract | تعتبر الانتخابات من أكثر الوسائل لتعميق الديمقراطية وهي العملية الرسمية لاختيار شخص لتولي منصب رئيس الجمهورية, فلا وجود لنظام ديمقراطي في غياب انتخابات نزيهة وشفافة, ففي الجزائر لقد عرف النظام الانتخابي عدة تحولات من خلال العديد من التعديلات تماشيا مع طبيعة المرحلة السياسية التي تمر بها البلاد, ومن خلال القانون العضوي 19-08 حاول المؤسس الدستوري تنظيم الإجراءات العملية الانتخابية وتدارك النقائص والثغرات التي عرفها القانون العضوي 16-10 , وأهم هذه التعديلات استحداث سلطة وطنية مستقلة للانتخابات, تقوم بمهمة الإشراف والتنظيم ومراقبة الانتخابات, تتمتع بالاستقلالية والحياد عن السلطة التنفيذية, كما أضاف المشرع شروط شكلية للترشح لمنصب رئيس الجمهورية من بينها الحصول على شهادة جامعية, بالإضافة إلى تقديم التصريح بالترشح أمام السلطة الوطنية المستقلة . Abstract Elections are one of the most important means of devoting democracy, it is the official process for selecting the President of the Republic, there is no real democratic system in the absence of fair and transparent elections. In Algeria, the electoral system has undergone several transformations through many amendments in line with the nature of the political stage the country is going through,through the Organic Law 08-19, the legislator has regulated the procedures of the electoral process and rectified the shortcomings and gaps in the previous organic law 16-10, among the most important of these amendments is the creation of an independent national election authority, with the task of supervising, organizing and monitoring elections, and enjoying independence and Neutrality from the executive authority, the legislator also added formal conditions for running for the President of the Republic’s elections, including obtaining a university degree, in addition to submitting a permit to run before the Independent National Authority. | en_US |
