| dc.description.abstract | ان الجماعات المحلية هي النواة الاساسية في الدولة إذ تعد مكملة للسلطة المركزية ،فهي وحدات إدارية محلية تتكون من مجالس منتخبة لها استقلالية مالية و إدارية عن السلطة المركزية ن وذلك بهدف تحقيق الاهداف التي انشأت من أجلها ؛ حيث ان التنمية المحلية اهم اهدافها . و الجزائر و منذ استقلالها حاولت جاهدة سن قوانين و تشريعات تمنح للمجالس المنتخبة سواء المجلس البلدي او المجلس الولائي صلاحيات إدارية تساعدهم في تنمية جميع مناطق البلاد سواء الحضرية او السهبية او الجبلية او الصحراوية ،وبرنامج الانعاش الاقتصادي (2020-2024)جاء لاجل تنمية مناطق الظل ؛هذا المصطلح الذي ظهر مؤخرا من قبل رئيس الجمهورية عبد المجيد تبون حيث اهتم بتنمية هذه المناطق إذ خصصت لها ميزانية كبيرة في مخطط الانعاش الاقتصادي محاولة بذلك الجزائر تسليط الضوء على تنمية مناطق كانت مهمشة وخارج خارطة التنمية المحلية لتسهم بذلك كل من المجالس المحلية في الاهتمام بتنميتها . Abstract : Local communities are the basic nucleus of the state, as they are complementary to the central authority. They are local administrative units consisting of elected councils that have financial and administrative independence from the central authority, with the aim of achieving the goals for which they were established, as local development is its most important goal. Algeria, since its independence, has tried hard to enact Laws and legislation granting the elected councils, whether the municipal council or the state council, administrative powers to help them develop all areas of the country, whether urban, steppe, mountain or desert, and the economic recovery plan program (2020-2024) was for the development of shadow areas; this term that appeared recently before The President of the Republic, Abdelmadjid Tebboune, took care of the development of these areas, as a large budget was allocated to them in the economic recovery plan, thus Algeria tried to shed light on the development of areas that were marginalized and outside the local development map, so that each of the local councils contributes to their interest in their development. | en_US |
