| dc.description.abstract | Administrative control in the field of preserving the urban character of the city is one of the modern objectives of administrative control, as its emergence was associated with the expansion of the meaning of public order from its traditional concept to a modern concept resulting from the development of the state through the expansion of its intervention in various aspects of economic, social and cultural, and The city is the center where individuals converge convergence leads to the formation of an urban fabric that includes facilities and buildings that require the enactment of rules and regulations to reduce some of the behavior of individuals within these urban tissue, and achieve balances between various social activities in order to maintain the urban public order. Hence, the role of the administrative control authorities is to control the preparation and reconstruction processes using the tools of reconstruction and through licenses and urban certificates.
