Abstract
The international system has witnessed profound transformations in recent decades, driven
primarily by rapid technological advancements. These shifts have redefined the traditional
parameters of power among states, as digital technology, artificial intelligence, and information
systems have become central instruments of influence and global competition.This study stems
from a dual motivation: a personal realization of the necessity to grasp technological dynamics in
international relations, and an objective observation of the increasing technological gap shaping
global hierarchies. Scientifically, this research seeks to contribute to the literature by exploring
the intersection of technology and power distribution. Practically, it offers analytical tools to help
policymakers better navigate the complexities of the digital age.The main research question
is:To what extent does the technological variable influence the distribution of power in
international relations?The study adopts a multidisciplinary methodology, combining
descriptive, historical, comparative, and statistical approaches, in addition to a forward-looking
perspective. It examines the period between 1991 and 2025, which marks an unprecedented
technological explosion, with a global scope that focuses on both major powers—such as the
United States and China—and developing countries.The thesis is structured in three chapters.The
first chapter lays the theoretical groundwork, discussing definitions of power and technology,
and analyzing major theoretical approaches—including realism, liberalism, constructivism, and
postmodernism—that interpret shifts in global power.The second chapter explores the tangible
impact of technology on international relations, from digital diplomacy and disinformation to
cyber warfare and artificial intelligence.
