Abstract
تعد الموازنة التشاركية آلية من الآليات التي تخص الديمقراطية التشاركية، والمتعلقة بتدبير الشأن المحلي والوطني، لذلك فإنها تسمح بمشاركة فواعل أخرى من المجتمع المدني، والمواطن، والسلطات المحلية، ومن خلال دراستنا هذه تم عرض الموضوع من زاوية دور المجتمع المدني التونسي في تطبيق هذه التجربة على مستوى البلديات التونسية، خاصة أن منطلق هذه التجربة بداية من 2014 على بعض البلديات التونسية فقط، ومنتظر أن يكون لها مستقبلا حافلا بالنتائج الإيجابية، خاصة أن للمجتمع المدني الدور البارز فيها والفاعل الأكبر من ناحية التطبيق، ومن ناحية أخرى توعية المواطنين وتحفيزهم في المشاركة في الاجتماعات وتقديم اقتراحات وبدائل تأتي بالفائدة على البلديات.
Participatory budgeting is a mechanism of the mechanisms which concerns participatory democracy, related to management affair local and national, So they allow the participation an other actors of civil society, citizens, local authorities, through our study, we introduced the topic from angle of the role of tunisian civil society in applying this experience at the level of the tunisian municipalities, especially that the starting of this experience beginning in 2014 to some tunisian municipalities only, and is expected to have a future full of positive results, especially that civil society has a prominent role in it, and the biggest actor on the application side, and on the other side awareness citizens and motivating them to participate in meetings, give suggestions and alternatives has avail on municipalities.
