| dc.description.abstract | يعتبر التخطيط والتنمية المحلية وسيلتان للتغيير على مستوى المجتمع المحلي، بحيث تستطيع الدولة عن طريق التخطيط أن تستعمل جميع إمكانياتها وطاقاتها لتحقيق تنمية محلية هادفة. فالتنمية باعتبارها عملية تغيير تتم بشكل قاعدية تعطي الأسبقية لحاجيات المجتمع المحلي فهي تلعب دورا هاما في تحقيق التوازن الجهوي والإقليمي والتكامل بين القطاعات والنشاطات. ولذا سعت الدولة الجزائرية بعد الاستقلال إلى تحقيق تنمية وطنية شاملة قصد الخروج من أزمات مختلفة، وذلك بوضع خطط وبرامج تنموية لتطوير البيئة الأساسية في عدة ميادين. إن واقع التنمية المحلية في الجزائر يتسم بالاختلال والبعد عن تحقيق الأهداف المرجوة، وهذا ما جعل التنمية المحلية غير متوازنة بين مختلف الأقاليم وهذا ناتج عن عدة عراقيل في شتى المجالات. Abctract: Planning and local development are two means at the community level x that the state, thrangh planning, can use all its capacities and energies 78 a chieve meaning fnl local development. The local development is considered as a means of change hat takes plqce in basic manner, gives precedence 78 the needs of the local community. Plays an important role inachieving regional in tegrqtion between sectors and activities there fore after the indcpendence, the Algeriqn state sought to ahieve national development in ader to get ont of varions crises by setting development pk=las and programs to develop the infrasteucture in several fieldo.
