Abstract
قامت الدراسة بالتعرف على التخطيط الاستراتيجي في السياسة الخارجية من خلال التطرق إلى مفهوم التخطيط الاستراتيجي بالتوضيح من خلال تعريفه و بيان خصائصه ومراحله و كذلك متطلباته و أدواته و كذا تناول مرحلة مهمة تسبق التخطيط الاستراتيجي وهي عملية التفكير الاستراتيجي لما لها من أهمية بارزة كونها توضح المسار الذي تبنى عليه عملية وضع الإستراتيجية من خلال عملية تحليل عناصر البيئتين الداخلية والخارجية الذي يسمح بتحديد نقاط القوة والضعف داخليا و دراسة الفرص و البدائل والتهديدات خارجيا مما يساعد على بناء خطة إستراتيجية تحقق للدولة أهدافها القومية وتحفظ لها مصالحها.
The study identified the strategic planning in foreign policy by addressing the concept of strategic planning by clarifying through its definition, its characteristics and stages, as well as its requirements and tools, as well as dealing with an important stage prior to strategic planning. The strategy development process is based on the process of analyzing the elements of the internal and external environment, which allows to identify internal strengths and weaknesses and to study opportunities, alternatives and threats externally, which helps to build a strategic plan that achieves the state's national goals and preserves Have their own interests.
L'étude a identifié la planification stratégique en matière de politique étrangère en abordant le concept de planification stratégique en clarifiant sa définition, ses caractéristiques et ses étapes, ainsi que ses exigences et ses outils, et en traitant une étape importante avant la planification stratégique. Le processus de développement stratégique repose sur l'analyse des éléments de l'environnement interne et externe, ce qui permet d'identifier les forces et faiblesses internes et d'étudier les opportunités, alternatives et menaces externes, ce qui permet de construire un plan stratégique atteignant les objectifs nationaux et les antiquités. Il a ses propres intérêts.
