| dc.description.abstract | إن الرقابة السابقة على النفقات الملتزم بها لها دورا كبيرا في مجال الرقابة المالية على النفقات العمومية، حيث تشمل الرقابة السابقة على مراقبة ميزانية الدولة و مدى شرعيتها. و تعّرف الرقابة السابقة بأنها الموافقة المسبقة في صرف النفقات العمومية من قبل الأعوان العموميين التابعين لوزارة المالية، ويعتبر المراقب المالي كأحد أهم الأجهزة المكلفة بالرقابة السابقة على النفقات الملتزم بها. و تتمثل مراقبة المراقب المالي من خلال موافقته أو رفضه في صرف النفقات العمومية في شكل منح أو رفض التأشيرة، و تحديد مسؤوليته اتجاه ممارسة وظيفته، كما له مهام أخرى كدور استشاري و دور إعلامي، بالإضافة إلى تمثيل وزير المكلف بالمالية على المستوى المركزي وعلى المستوى المحلي. Abstract The previous control over the expenditure committed has a major role in the field of financial control over public expenditure, which includes the previous control over the control of the state budget and the extent of its legitimacy. The previous supervision is defined as the prior approval in the disbursement of public expenditures by the public agents of the Ministry of Finance. The Controller is considered one of the most important bodies responsible for the previous supervision of the expenses committed. The control of the Comptroller is through his approval or refusal to pay public expenses in the form of grants or rejections of the visa, determining his responsibility for the exercise of his job, and other functions as advisory role and media role, in addition to representing the Minister of Finance at the central level and at the local level . | en_US |
