| dc.description.abstract | ليس هناك إقليمٌ بدون حياة، إنّما هناك إقليمٌ بدون تنمية؛ فالإنسانُ كمَوردٍ بشري هو أساسُ كلِّ تنمية، والتّنميةُ المحلّية المُستدامة أساسُها الإدارةُ المحلّية والكفؤة والقوية، وليست البيروقراطية. وصلاحياتُ واختصاصاتُ المجالسِ المحلّية من المفروضِ أنْ تكونَ استشارية، لأنّها لم ترقى ولن ترتقي لأنْ تكونَ للتّسيير وتكونَ للحكم؛ بتكوينٍ سياسي قادرٍ على فهمِ المواطَنة واحتياجاتِها اليوميةِ والمستقبلية. ومُناخُ الأعمال ليس هو الاستثمارُ بذاته، بل هو بيئةٌ تُوفِّرُ مواردَ طبيعيةً وماليةً ومادّية، وقانونًا له أثرُ تحكيمٍ وسُلطة، وتسييرُ إدارة. والمُناخ مؤشِّراتٌ بيئيةٌ واقتصاديةٌ واجتماعيةٌ وسياسيةٌ للتّنميةِ المستدامة، ومعوّقاتُ التّنمية للجماعاتِ الإقليمية ماهيَ إلا معوّقاتٌ بشريةٌ عاجزةٌ على أن تُسيِّر، وعاجزةٌ أن تَحكُم. Abstract The Territorial Collectivities and the Promotion of the Business Climate in Algeria There is no territory without life, but a territory without development; The powers and competences of local councils are supposed to be consultative, as they have not been promoted and will not rise to be in power and governed by a political formation capable of understanding citizenship and its daily and future needs. The business climate is not investment itself, but an environment that provides natural, financial and material resources, a law with an arbitration and authority effect, and management. Climate is environmental, economic, social and political indicators of sustainable development, and the development constraints of territorial collectivities, in Algeria, are human constraints that are unable to manage and unable to govern. | en_US |
