| dc.description.abstract | من الواضح اليوم إن إصلاح هياكل الدولة أصبح ضرورة ملحة، وفي هذا السياق ستعرف الإدارة المحلية في الجزائر تحولات على المدى القريب والبعيد، فرضتها العديد من العوامل ،مما يدفع ويشجع على دراسة مستقبلها وآفاقها على ضوء التحولات التي عرفتها الدولة وفق معطيات المتاحة (نصوص،قوانين، أراء، برامج القوى السياسية، والتصريحات الرسمية ). إن تعزيز اللامركزية وتطورها الطبيعي والمنطقي وتفاعلها مع مختلف الفواعل الرسمية وغير الرسمية يستلزم تفكير جدي وإرادة سياسية قوية.
