| dc.description.abstract | إن تطور السياسات العقابية وظهور العقوبات السالبةللحرية وعقوبات بديلة، تم إنشاء المؤسسات عقابية كوسيلة مناسبة لتنفيذ تلك العقوبات حيث تُعتبر سجون مؤسسات عقابية هي التي تجسد فلسفة وأهداف ووظيفة العقوبة وتحققها عملياً من خلال تنفيذ برامج إصلاحية وتأهيلية تهدف إلى تعديل سلوك المجرم وتعليمه مهارات جديدة وفعالةودينية مع تأهيله على الصعيد النفسي ورعايته اجتماعياً ليعود ويندمج في المجتمع. الكلمات المفتاحية المؤسسات العقابية- برامج تأهيلية- اندماج في المجتمع Abstract The development of punitive policies and the emergence of negative freedom-restricting sanctions and alternative penalties have led to the establishment of correctional institutions as a suitable means for implementing these punishments. Prisons, as correctional institutions, embody the philosophy, goals, and functions of punishment, and they practically achieve them through the implementation of rehabilitative and educational programs aimed at modifying the behavior of offenders, teaching them new and effective skills, and providing religious guidance. They also focus on psychological rehabilitation and social care, enabling offenders to reintegrate into society.
