| dc.description.abstract | تعتبر الجزائر من ضمن الدول التي سعت الى القيام بإصلاحات مس السياسة المالية لها لاسيما ميزانية الدولة بإصدار القانون العضوي 18ـ15 المتعلق بقوانين المالية ، الذي اعطى لها مضمون جديد و المتمثل في شقيها الميزانية العامة و الحسابات الخاصة للخزينة ، الامر الذي ترتب عنه إتباع اسلوب جديد للتسيير العمومي للأموال القائم على تحقيق النتائج على أساس أهداف محددة و مسطرة مسبقا من طرف المسيرين ، أين يكون وفقا للبرامج و الأداء و هي اساس التي تبنى عليها الميزانية العامة بشقيها الموارد و الاعباء العمومية ، أما الحسابات الخاصة للخزينة لها جانب آخر تستعمل لإنجاز عمليات الكبرى مختلفة عن العمليات التي تتضمنها الميزانية العامة و تساهم في تطور الجانب الاقتصادي للدولة ، أين لا يتجسد ذلك إلا بالعمل وفقا لمجموعة من المبادئ نص عليها هذا القانون العضوي من بينها تكريس الاطار المتعدد السنوات ، صدق ، شفافية و كذا التوازن الاقتصادي في سبيل تحقيق رشادة الانفاق العام و استغلال الموارد العامة بما يضمن التنمية المستدامة لإشباع الحاجات العامة تمتد حتى الأجيال القادمة. Summary: Algeria is among the countries that sought to carry out reforms that affected its financial policy, especially the state budget, by issuing Organic Law 18-15 related to finance laws, which gave it a new content represented in its two parts, the public budget and the special accounts of the treasury, which resulted in a new method of public management. For funds based on achieving results on the basis of specific goals and pre-established by the managers, where it is in accordance with the programs and performance, and it is the basis on which the general budget is built, in both its parts, resources and public burdens. Which are included in the general budget and contribute to the development of the economic aspect of the state, where this can only be embodied by working in accordance with a set of principles stipulated by this organic law, including the dedication of the multi-year framework, honesty, transparency, as well as economic balance in order to achieve the rationality of public spending and the exploitation of resources public in order to ensure sustainable development to satisfy public needs, extending to future generations. | en_US |
