| dc.description.abstract | تندرج دراسة موضوع المؤسسات المجتمعية في مواجهة الجريمة البيئية ضمن مداخل البحوث الكيفية خاصة في مجال علم اجتماع الجريمة والانحراف، حيث هدفت إلى البحث عن الأليات التي تتبعها مصالح الشرطة البيئية في مواجهة مظاهر الجريمة البيئية المتعلقة بالمجال الحضري، من خلال التركيز على دراسة الأليات الردعية والاجتماعية التي تتبعها هذه المصالح لتحقيق أهدافها، هذا بالإضافة إلى وصف أليات العمل المتبعة، مع التركيز على أهم العراقيل الخارجية التي تقف حائلا أمام ضمان فعالية الأليات المتبعة في مواجهة الجريمة البيئية، في حين تمثلت الاجراءات المنهجية للدراسة في اعتماد المنهج الوصفي التحليلي مع الاعتماد على كل من الملاحظة والمقابلة كأدوات لجمع البيانات وفق ما تتطلبه المقاربة الكيفية المتبعة في دراسة الموضوع . ومن بين النتائج التي تم التوصل اليها نذكر: نقص فعالية الإجراءات الردعية المتخذة ضد مظاهر مواجهة الجريمة البيئية في المجال الحضري والحد من تفشيها، تتميز الإجراءات الردعية خاصة الشق العقابي منها خاصة فيما يتعلق بالجرائم البيئية بالبساطة وغياب الإجراءات المشددة، غياب الوعي البيئي لدى الأفراد رغم ما يتم بذله من مجهودات من طرف مصالح شرطة البيئة، يساهم في نقص فعالية عمل هذه المصالح. | |
| dc.description.sponsorship | The study of the topic of social institutions in the face of environmental crimes falls within the qualitative research approaches, especially in the field of the sociology of crime and deviance. It aimed to explore the mechanisms used by environmental police services to combat the manifestations of environmental crime in the urban area. The study focuses on analyzing the deterrent and social mechanisms used by these services to achieve their objectives. It also describes the working mechanisms used and focuses on the main external obstacles that hinder effectiveness of the mechanisms used in combating environmental crime. The methodological procedures of this study were developed within the framework of an analytical and descriptive approche.drawing on both observation and interview as the primary data collection tools, in accordance with the requirements of the qualitative approche adopted to examine the research problem. Among the findings obtained, the following should be highlighted: The insufficient effectiveness of deterent measures implemented against environmental crime in urban areas, along with the need to curb its spread. Deterrent measures, particularly their punitive dimension, with regard to environmental offenses, are characterized by their limited scope and the absence of genuinely stringent mechanisms. The insufficient environmental awareness among the population , despite the efforts undertaken by the environmental police, represents a factor that limits the effectiveness of these services. | |
