Abstract
لحرية التعبير علاقة وطيدة بمواقع التواصل الاجتماعي نظرا لما تتيحه مواقع التواصل الاجتماعي من فضاء لتعبير عن حرية الرأي وما يدور في أذهان كافة أطراف المجتمع فبسبب مواقع التواصل الاجتماعي أصبح لحرية الرأي والتعبير مفهوما حديث جديد ونطاق واسع قد لا يمكن تضييقه إلا إذا تدخلت الدولة بجميع آلياتها المتمثلة في الرقابة القانونية بشقيها الرقابة القبلية التي سلطنا الضوء من خلال التطرق إلى مهام سلطات ضبط الإداري في الوقاية على حرية التعبير في مواقع التواصل الاجتماعي ثم على الرقابة البعدية الجزائية المتمثلة في الوقاية من مكافحة الجريمة الواقعة على مواقع التواصل الاجتماعي والجزاءات التي تطرأ على مرتكبي هذه الجريمة والتي تحد من حدود حرية التعبير على مواقع التواصل الاجتماعي، غير أن مستخدمي هذه المواقع يعتقدون أن الحرية مطلقة ولا تستطيع الدولة إن تقيدها نظرا لاتساع حدودها.

Abstract:
Freedom of speech has a strong relationship with social media due to the space provided by social media websites, in order to express the freedom of opinion and what is going on in the minds of all society parties. Therefore, because of social media, freedom of opinion and speech has become a new modern concept and a wide scope that may not be narrowed unless if the state intervenes with all its mechanisms Represented by judicial control in bothportions, Prior control, which we have highlighted by addressing the tasks of the administrative control authorities in protecting freedom of speech on social media, and then on the afterward penal control, which is represented in the prevention of anti-crime incident on social networking websitesand the penalties imposed on the perpetrators of this crime,that limits freedom of speech on social media.However, the users of these websites believe that freedom is absolute and the state cannot restrict it due to the extent of its borders.
