Abstract
The African circle is considered among the circles of Algerian foreign
policy movement in its regional environment, as this circle has been
classified since the promulgation of the 1991 constitution and the
constitutions that followed it in fourth place after the Mediterranean
circle.
Where the African Sahel region witnessed political, economic and
social transformations, especially after the events of September 11,
2001, where the causal dynamics of the deterioration of the situation
there were numerous, from the ethnic problem between the Azawad
movement and the larger Malian government to The increase and
spread of terrorist movements in Mali, which threatened the state's

foreign interference. And by virtue of Algeria's geopolitical proximity

extent, especially after the fall of the former Libyan regime, which
