Abstract
تعتبر المجالس المحلية البلدية في الجزائر من أهم األجهزة الرسمية التي يشارك من خاللها
المواطنين المحليين )عن طريق ممثليهم المنتخبين( في إدارة وتسيير الشؤون المحلية على
مستوى البلديات وذلك عن طريق اللجان المختارين من طرف المجلس الشعبي البلدي من بين
هؤالء األعضاء، وهذه اللجان بنوعيها تتكفل بدراسة المشاكل والمسائل المتعلقة باإلدارة العامة
للبلدية وتحضير تقارير بشأن ذلك حسب اختصاص وصالحيات كل لجنة.
تهدف هذه المذكرة أساسا للكشف عن المدى الحقيقي لدور اللجان البلدية في التسيير المحلي
على مستوى البلديات التي عينوا فيها.

Summary:
Municipal councils in Algeria are among the most important official
bodies through which local citizens (via their elected representatives)
participate in managing and overseeing local affairs at the municipal
level. This is done through committees chosen by the municipal people's
council from among its members. These committees, of both types, are
responsible for studying issues and matters related to the general
administration of the municipality and preparing reports on them
according to each committee's area of expertise and authority. This
memorandum primarily aims to uncover the true extent of the role of
municipal committees in local management at the municipalities where
they have been appointed.
