Abstract
تهتم هذه المذكرة بدراسة واقع تمويل الجماعات المحلية في الجزائر وما تملكه من موارد مالية ذاتية لتمويل التنمية المحلية .
حيث تطرقنا في هذه المذكرة لدراسة اهم المشاكل التي تواجه الجماعات المحلية في الجزائر وبعدها تطرقنا الى مقتضيات اصلاح تمويل الجماعات المحلية في الجزائر.
وهدفنا الاساسي في هذه الدراسة هو توضيح وايجاد اهم العوامل التي يمكن ان تساعد في تهيئة المناخ المناسب لتطبيق اصلاحات جوهرية تساهم بفاعلية في تطوير وتحديث الجماعات المحلية حيث تتمكن من تحقيق التنمية المحلية بمعناها الاقتصادي والاجتماعي والثقافي الشامل.
ومن النتائج التي تحصلنا عليها في هذه الدراسة هي ضرورة منح الهيئات المحلية استقلالية مالية اوسع وحصولها على نصيب معقول من الموارد المالية الوطنية لتواكب متطلبات التنمية المحلية واعطاء المجالس المحلية حرية أكثر في التصرف في اموالها وفرض الضرائب والرسوم وايضا زيادة وتنويع مصادر مداخيلها وايراداتها المحلية وذلك بإدخال اصلاحات جوهرية على سياستها الضريبية.

Summary
This memorandum is concerned with examining the reality of funding local communities in Algeria and their own financial resources to finance local development.
In this note, we discussed the most important problems facing local communities in Algeria, and then we discussed the requirements for reforming the financing of local communities in Algeria.
Our main objective in this study is to clarify and find the most important factors that can help create the right environment for the implementation of fundamental reforms that will effectively contribute to the development and modernization of local communities where they can achieve local development in a comprehensive economic, social and cultural sense.
One of the results we get in this study is the need to give local bodies greater financial autonomy and obtain a reasonable share of national financial resources to keep pace with local development requirements and give local councils more freedom to dispose of their finances and impose taxes and fees as well as increase Diversify ing sources of their domestic revenues and revenues by introducing fundamental reforms to their tax policy.
