Abstract :
The exercise of the right to building and reconstruction is of great importance, and for
this we find the Algerian legislator cared for it due to its extreme importance, and for this
we find that he gave the administration a wide authority in imposing the urban rules, and
in order that there would be no kind of arbitrariness in the field of issuing the
administrative decision, he created for it two types of control: administrative control
