Abstract
The Secretary-General of the municipality represents a fundamental pillar in the
local administration system in Algeria, entrusted with a pivotal role in managing
administrative affairs and ensuring the effective performance of the municipality's
executive body. He is considered the vital link between the elected authority and
administrative structures, bearing the responsibility for implementing decisions,
monitoring projects, and providing services to citizens.
Given the paramount importance of this role, this study aims to analyze the impact
of the Secretary-General of the municipality on improving the performance of the
executive body. The study adopted a descriptive-analytical approach and a case
study approach, taking the municipality of Sidi M'hamed in the Wilaya of M'sila
as a case study during the period from March 25, 2025, to May 20, 2025. Data
was primarily collected through questionnaires and analyzed using SPSS
software.
The study concluded that the Secretary-General's role in improving the
performance of the executive body still requires strengthening by overcoming
existing challenges such as a lack of continuous training, ambiguity in certain
tasks, and limited resources. Therefore, a reassessment of support and
empowerment mechanisms is necessary, along with the implementation of
effective measures to improve and develop his contribution at the municipal level
in the coming years.
