Abstract
يتناول هذا البحث ويهتم بتشخيص ظاهرة الفساد الإداري، و ذلك بالتعرف على ماهيتها و أسبابها وآثارها، فتشخيص المشكلة هي أول مراحل المكافحة، كما يسعى هذا البحث إلى تأكيد وقوف ظاهرة الفساد الاداري كعائق أمام تجسيد الحوكمة المحلية من خلال البحث في جدلية العلاقة بين ظاهرة الفساد الاداري والحوكمة المحلية ، ومحاولة الوقوف على أهم الجهود الجزائرية في مجال مكافحة الفساد الاداري من خلال التطرق الى أهم المقومات التي تمتلكها الجزائر في مجال مكافحة الفساد وأهم المعيقات التي تعترض هذه الجهود وفي الاخير حاولنا وضع بعض الاستراتيجيات التي يجب اتباعها لتحقيق الحوكمة المحلية ومكافحة الفساد الاداري أما إشكالية هذا البحث فإنها تتمحور حول: كيفية تأثير ظاهرة الفساد الاداري على تحقيق الحوكمة المحلية في الجزائر؟ و دراستنا هذه تسعى جاهدة لتسليط الضوء على هذا الموضوع بشكل تفصيلي، و ذلك بهدف وضع لبنة تنطلق وتسترشد بها الجهات القائمة والمختصة بمكافحة الفساد الإداري.

ABSTRACT:
This research is interested in diagnosing the phenomenon of administrative corruption, by identifying its nature, causes and effects , so diagnosing the problem is the first step to fight it . This research also seeks to confirm that the phenomenon of administrative corruption is an obstacle to the embodiment of local governance By researching the dialectic of the relation between the phenomenon of administrative corruption and local governance , and trying to stand on the most important Algerian efforts in the field of fighting administrative corruption by highlighting the most important features that Algeria possesses in the field of fighting corruption and the most important obstacles facing these efforts. In the end, we tried to develop some strategies that It must be followed to achieve local governance and eliminate administrative corruption . The problematic of this research is about : How does the phenomenon of administrative corruption affect on the achievement of local governance in Algeria ? And our study strives to shed light on this subject in detail, in order to guide the authorities specialize in fighting administrative corruption .
