| dc.description.abstract | Within the framework of internal control, Presidential Decree No. 15-247 regulating public procurements and public utility mandates created one or more permanent committees to open envelopes and evaluate offers, which is enshrined in Law No. 23-12 specifying the general rules related to public procurements, and the same system allowed the possibility of multiple committees in order to avoid the accumulation of files presented. At the end of its work, the offers make suggestions, namely the proposal to declare the uselessness and return of unopened envelopes, the exclusion or rejection of the accepted offer or the temporary grant to the contracting authority. | |
