Abstract
تهتم هذه المذكرة بدراسة واقع الاستقلالية المالية المحلية في الجزائر وما تملكه من موارد مالية ذاتية لتمويل التنمية المحلية ، حيث تطرقنا في هذه المذكرة لدراسة مضمون الإستقلالية المالية وأهم المشاكل التي تواجه الجماعات المحلية .
وهدفنا الأساسي في هذه الدراسة هو توضيح وإيجاد أهم العوامل التي تساعد في تهيئة المناخ المناسب ، وذلك بتطبيق الإصلاحات الجوهرية لتدعيم الإستقلالية المالية للجماعات المحلية ، حيث تتمكن هذه الأخيرة من تحقيق التنمية المحلية .
ومن النتائج التي تحصلنا عليها من هذه الدراسة هي ضرورة منح الهيئات المحلية إستقلالية مالية أوسع وحصولها على نصيب معقول من الموارد المالية الذاتية وهذا بالتصرف في أموالها وفرض الضرائب والرسوم وكذلك في زيادة تنوع مصادر مداخلها وإيرادتها المحلية ، بإدخال إصلاحات جوهرية على سياستها الضريبية ، وتثمين الموارد والأملاك المحلية وتشجيع الإستثمار المحلي ،من خلال البحث عن الفعالية في التسيير ومتطلبات الدولة الحديثة ، والإنتقال من التسيير المباشر إلى التسيير غير المباشر عن طريق تفويضات المرفق العام وذلك لتخفيف العبء على ميزانية الجماعات المحلية .
Abstract:
This dissertation is concerned with studying the reality of local financial independence in Algeria and what it possesses of self-financial resources to finance local development. We have discussed the content of financial independence and the most important problems facing local groups.
Our primary goal in this study is to clarify and find the most important factors that help in creating the appropriate climate, by implementing fundamental reforms to support the financial independence of local communities, where the latter can achieve local development.
Among the results that we have obtained from this study is the necessity of granting local authorities a broader financial independence and obtaining a reasonable share of self-financial resources, by disposing of their funds and imposing taxes and fees, as well as increasing the diversity of sources of their entrances and local revenue, by introducing fundamental reforms to its tax policy, and valuing resources and property Localism and encouraging local investment, through searching for effectiveness in the management and requirements of the modern state, and the transition from direct management to indirect one through public utility delegations to reduce the burden on the budget of local groups.
