| dc.description.abstract | تسعى الدول جاهدة وخاصة النامیة منها إلى جلب الاستثمار لكونه جوهر العملیة الاقتصادیة وعنصر فعال لتحقیق التطور الاقتصادي ومواكبة الدول في العولمة الاقتصادیة. وعلى هذا الأساس عمدت الجزائر على الاهتمام بالاستثمار منذ الإصلاحات القانونیة في نهایة الثمانینات إلى غایة إصدارها القانون الجدید رقم 18/22 تزامنا مع حاجة الدولة للنهوض بالاقتصاد الوطني، ومن اجل خلق مناخ أعمال مستقطب لرؤوس الأموال المحلیة والأجنبیة لا سیما أنه یتمیز بالدیمومة والاستمرار لسنوات مقبلة، واسترجاع ثقة المستثمرین من خلال الضمانات المتعلقة بمنح حمایات وحقوق وحوافز مالیة للمستثمر بالإضافة إلى استحداث آلیات جدیدة وذلك محاولة لتجنب الصعوبات التي وقعت فیها القوانین السابقة. Summary: Countries, especially developing ones, strive to attract investment because it is the core of the economic process and an effective element for achieving economic development and keeping pace with countries in economic globalization. On this basis, Algeria has been paying attention to investment since the legal reforms at the end of the Eighties until the issuance of the new law No. 22/18, coinciding with the need of the state to promote the national economy, and in order to create a business climate that is attractive to local and foreign capital, especially as it is characterized by permanence and continuation for the coming years, and restore investor confidence through guarantees related to granting protections, rights and financial incentives to the investor in addition to the development of new mechanisms in an attempt to avoid the difficulties that occurred in the previous laws . 72 | en_US |
