Abstract
تعتبر العلاقات العامة بوصفها علما وفنا من أهم النشاطات الإدارية التي تسعى من خلالها المنظمة إلى إقامة صلات طيبة بينها وبين جماهيرها وإدامة هذه الصلات بما يضمن الرضا و التفاهم و الثقة المتبادلة بين الجمهور الداخلي والخارجي ، و أن البلدية كوحدة محلية ديمقراطية تكون دائما حريصة على الحفاظ على علاقات طيبة مع موظفيها و مواطنيها المستفيدين من خدماتها ،لذلك تضع تحت تصرفهم المعلومات و الحقائق المعبرة عن نشاطاتها و خدماتها سعيا من وراء ذلك في ترقية أداءها و زيادة درجة فاعليتها، ومع كثرة الوظائف و المهام الملقاة على عاتق البلدية نجدها في حاجة ماسة إلى جهاز إداري مختص يساعدها في أداء وظائفها و تسيير شؤونها الإدارية بشكل أفضل، وهذا من خلال العمل على تقريب أهداف وبرامج وتطلعات الوحدة المحلية من جهة، و التعرف على المشكلات المتزايدة و الاحتياجات المتغيرة للبلدية من جهة أخرى .
Public relations as a science and art is considered as one of the most important administrative activities through which the organization seeks to establish good relations with its masses and to maintain these relation in a manner that ensures mutual satisfaction, understanding and trust between the internal and external public.
The municipality as a local democratic unit is always eager to maintain good relations with its employees and citizens who benefit from its services, so it put at their disposal information and facts that express its activities and services in order to improve its effectiveness. With the many functions and task assigned to the municipality, It needs a competent administrative apparatus to help in its functions and to better manage the administrative affairs. This ; by working to bring closer the objectives, programs and aspirations of the local unit on the one hand, and to identify the increasing problems and changing needs of the municipality on the other hand.
