dc.description.abstractThe study aimed to determine the legal framework regulating the work of elected local councils in Algeria under the new legislation and laws, and to assess the extent to which these councils fulfill their actual role in realizing sustainable local development in its various dimensions, and to highlight the obstacles and difficulties faced by elected local councils in the process of sustainable local development in Algeria. The study revealed that the Algerian legislator has shown significant interest in local development through the issuance of Municipal Law 11/10 and Provincial Law 07/12, which encompass all areas of social, cultural, economic, environmental, and administrative development, reflecting a clear desire to achieve comprehensive and sustainable development. Despite this interest, it was found that elected councils face many obstacles that hinder their ability to implement local development plans. Among the most prominent obstacles are the challenges in the relationship with the central authority, including constraints and complications in coordination and cooperation between local administration and the central authority, as well as difficulties in financial oversight that affect the effective use of resources.
