Abstract
This thesis explores the topic of the electronic bracelet as a modern mechanism
for adapting custodial sentences, and as an effective technological tool used
within the framework of electronic monitoring to execute penalties outside
correctional institutions. This system stands out as one of the most contemporary
alternatives that balances the goals of both general and specific deterrence, while
also promoting the rehabilitation and social reintegration of offenders. The
electronic bracelet, typically worn around the offender’s ankle, enables the
relevant authorities to remotely track their movements via GPS technology,
thereby allowing for the imposition of specific restrictions on their freedom
without resorting to traditional imprisonment.
The study highlights that this measure is based on voluntary consent, and helps
reduce the negative effects of short-term imprisonment, while maintaining legal
oversight and the punitive function of the sentence. Furthermore, this system
reflects a modern reform-oriented approach that contributes to reducing prison
overcrowding and rationalizing public spending. These advantages make it a
powerful tool for advancing Algeria’s criminal justice policy, especially
following its adoption by the legislator under Law No. 24-06.
