Abstract
This study aims to analyze the role of training in supporting the
implementation of e-administration and embodying modern management within
public service institutions, with a focus on the Municipality of M'sila as a case
study. The descriptive-analytical method was employed to observe the reality of
training and the application of e-administration within the municipality, as well as
to evaluate the extent of integration between professional training and digital
transformation in enhancing institutional performance.
The study's findings revealed that training within the Municipality of M'sila
remains limited and insufficient to keep pace with the requirements of
digitalization. Furthermore, the implementation of e-administration faces several
challenges related to infrastructure and the lack of digital competencies among
employees. The results confirmed that the absence of a clear training strategy
constitutes a major obstacle to achieving effective and modern management.
The study recommends the adoption of a continuous and integrated training
plan that links the requirements of modern management with e-administration
technologies, while enhancing employee skills and promoting a culture of digital
learning within the institution.
