| dc.description.abstract | يعتبر الموظف العام من اهم وسائل قيام واستمرار المرفق العام فالأشخاص المعنوية العامة ليس بإمكا م تسيير الاعمال الادارية الا عن طريق اشخاص طبيعيين ا م صفه الموظفين لاكتسابه هذه الصفة يستفيد من مجموعة من الحقوق والتي تسمح له بالقيام في مهامه، في احسن ظروف مقابل ذلك يفرض القانون عليه بعض الواجبات التي يجب ان يلتزم ا والا تعرض لعقوبات تأديبية، ولا تقتصر هذه الواجبات على ما تحددها القوانين واللوائح وانما تشمل كل ما تصدره الادارة ورؤسائه الاداريين من قرارات والهادفة الى تنظيم العمل الاداري وضمان السير الحسن المرفق العام. الكلمات المفتاحية: حقوق الموظف، واجبات الموظف، ضمانات الموظف، جزاء الاخلال .
